    Looks like someone's so angry they accidentally hit caps lock and didn't turn it off. Seriously, why does does no one know how to use capital letters without sounding angry?

      Well, capital letter is the equivalent of screaming or expressing violence. So it's used to do that.

        It can also be used on single words for emphasis. For example, "But there was ONE person who wasn't imbecilic."
