Is it normal for a 4 year old girl to have body hair
My roommates' daughter has had hair on her arms, legs, and back ever since I've known her when she was three. Its not thick hair but it is definitely visible.

Is the little girl white? I'm not trying to be a racist or something here but its a common known fact that certain ethnicities tend to be more hairy than others. I've seen some indian girls with noticable facial hair. If she's indian or perhaps another race it could just be normal.
Surely, she goes to doctors, right? If it was something serious, I hope that the doctor would have been competent enough to know this much less say it.
Some people are hairier than others. For some, it's do to genetics. For others it is hormonal. (etc.)
I've always been rather hairy since I was a child. I had hairs in places that are associated with puberty, long before I got my period. I had and still have a bit of a moustache. (etc.) I think my case is simply hormonal.
