It's not so much that they were able, they were usually forced to some degree. We changed child labor issues and added age limitations because much of those things were inhumane.
This is still very common place in third world countries, but is again being changed and challenged because those children are being put through too much.
Now don't get me wrong. I can say that some protection goes too far, like when an otherwise innocent man feels attracted to a younger lady but never acts on it- but is condemned for it anyway.
Things like child labor laws and compulsory schooling are the doing of people that would have you under their control.
What do you do in public schools? Go where you're supposed to go when a bell rings. Go to the next place when the bell rings. Go eat lunch when the bell rings. Start when the bell rings. Stop when the bell rings.
By the time you become "old enough" to work you're very well trained, all they have to do is ring a bell.
This isn't to say that some good things, like industrial safety standards, didn't come out of this same era, but this social change is relatively recent dating only back to the tail end of the industrial revolution. So, in the grand scheme of the history of humanity, it happened about 10 minutes ago and you think it's the natural way for us to be.
I don't have enough time to properly respond to this now, but the "changed because it was inhumane" argument is exactly what the people selling it want you to believe. It's an argument based on a strong appeal to emotion.
IIN attracted to teenage girls?
