I say it's not normal. At the same time, it's not healthy to live by societies standards and have lost your virginity and fallen in love by a certain age.
Some people move more slowly in the relationship area and I guess that's you. It is awesome that you don't seem to be super depressed or distressed about this. that means you are somewhat sure of yourself and you are definitely independent. That is SO good! Wayyy too many people are emotionally dependent on partners and can't survive without them. They are weak.
The best way to put yourself out there is to join an activity and meet new people through that. You know girls already, but you won't move forward with anyone unless you're meeting NEW girls that aren't already in the friend zone with you. Tap into your inner sexuality and how it a little when you meet someone worth it.
Unfortunately I live on an Island with a population of about 30k, if you cut out the older people and the younger people from the age range of people I would like to date I would be left with a lot of friends and relatives, and the people whom I don't know yet are usually somehow connected to me, meaning that if I do something stupid, I would most probably bump into the same girl again. Maybe thats my problem after all, being too shy?
