Maybe can have a lot of different meanings depending on the actions that follows. For example, if she's still talking to you regularly after saying maybe and seems into you (i.e. sitting close, doesn't mind you contacting her, etc), she simply wanted to get to know you better before diving in. Or if she says maybe then starts to distance herself, then that's her trying to "politely" reject you.
In my personal experience, I turned into a maybe kind of girl after my emotionally abusive relationship. I became more cautious, and full of doubts. Thankfully, the guy (current boyfriend) I have a huge crush on said I was worth the wait. I'm glad he was so patient back then, but now that look back on that "maybe" I realize it was unnecessary; because the way we always talked everyday, flirt, and more, I knew I wanted him, but my fear was in the way.
You're not wrong for getting annoyed at maybes, but try to look pass it if you can to see if there's something more.
