Reminds me of The Chrysalids. Very old book. After a nuclear war mutations began to appear in all living things. The only surviving books were a bible and some christian propaganda specifying what people were supposed to look like.
They would burn malformed babies and ban mothers who had 3 in a row from further childbearing, as it was clear their faith was too weak to bear normal kids.
