I don't see that as stealing. It might depend on the type of shop (multinational chain vs. small business) but if someone charges me incorrectly, I see that as their fault, not mine, and would take the 'discount'. They've lost the money not me. Perhaps that's morally incorrect, but that's just my honest response to the question.
Stealing is taking something that you know is not yours and you are taking money that you know you aren't entitled to. Doesn't matter whose fault it is.
