"Genocide" is a very serious violation of International Law. It is also Unethical, and is not a solution.
The only 'population control' that is Ethical, is the control that the population, in each respective region decides for themselves.
The death penalty would exist worldwide as Death by Me.
People would be too scared to commit crimes as they would never get the opportunity to live in luxury in jail. I'd just find them and take them out, the moment they attempt to steal, kill or rape.
The population group that I'd systematically destroy first would be the criminals. I suppose genocide isn't really the right word, but I'd be willing to act as that necessary evil to right the wrongs of the world by removing those with corrupt morals.
In a way, I'd be 'purifying the world' like Hitler, but targeting people based on their morals, rather than physical characteristics - something that can only be accomplished with magical powers.
So?
If I was that powerful, people would just have to put up with it.
Good people may get helped by me and bad people will suffer at my hands.
I'll be loved by some and hated by others.
I'd have the power to change the world for the better.
Many people wouldn't mind a dictator if he makes their lives better.
It's not like I'd be taking away anyone's free will, I'd just be removing those from society that influence the lives of others in a negative way.
If you had magical powers, what would you do with it?

1. Genocide/Population control.
I'd make the world a better place by ridding it of scum, solving the overpopulation problem at the same time.
2. What 'Anime7' said.
3. Become insanely powerful (in a magic sense)
4. Become insanely powerful (as a person - you know those people with the money/reputation/connections to make anything happen)
5. Help people in need.
6. Have fun.
7. Earn more money by taking government contracts to "make their problems go away". Obviously, I'll only take cases that are morally acceptable.
Aside from that, I'd probably continue living my life as normal, get a normal job to pay for my food, house, car, etc. and keep my busy.

So you are a self-professed dictator?
How Unethical. How Archaic.

Unfortunately for you, and luckily for the rest of us, you do not have that kind of power.
How is killing someone, not taking away someone's free will?

Some people deserve to die.
Those that take away others' free will by committing crimes against them deserve to have their own free will taken away.
At the end you are an insanely rich massmurderer who lives a normal life. Seems legit.

That sounds about right. I'd like that.
