Mandatory military service. Labor camp. You break the law you ain't getting an easy life sitting behind bars. Community service bitch. Free medical, covered by taxes for majority. Basicslly just adopt the uk policy on this matter. Strict regulations on animal care and products. Concicted Animal abusers will suffer a horrible fate.
