My country is gonna be roughly Mongolia-sized and, ideally, landlocked. It'll be a diverse landscape, with untamed dense forests, high mountains, deserts, etc and it's all gonna be completely uninhabited save for one city in the dead center in which the entire country's population is forced to live.
This one city will be ruled like a psychotic dictatorship. The people will be beaten, food will be kept minimal, and every conceivable human right will be infringed on. It will differ from North Korea in only one aspect: the people will always have access to foreign television. They will always be made aware of how much worse their situation is compared to others, and this will breed a stronger desire to leave.
On the third Sunday of every fourth month, 107 citizens will be chosen from amongst volunteers to leave the city. These 107 people will enter the country's wilderness, and they'll be given a one day head start after which the military will begin hunting them. If they can successfully elude their pursuers and make it to the border, then they have earned the right to emigrate. The ones that don't make it will have their deaths televised.
