I think the first is good in personal situations like relationships where you're the only one who needs to know your partner is lying, and the second is good in something like a court case where you are trying to prove a greater truth to convict or acquit someone.
If you could make someone unable to lie....

True but then again the first is always easist when it comes to knowing if someone close is lying because you know how they would act etc.
