It would be a small island, like those in the Caribbean. Immigration would be very strict, with immigrants limited in number to those who would contribute to the society, only. Any race or ethnicity would be welcome, but prejudice would not be tolerated at all, just like crime. Births on the island would be limited to a sustainable number. Taxes (a great deal of which would come from tourism) of individuals and businesses would be a flat rate system which supported a small government which cared for the citizens' health, education and old age. All government employees and officials would live as the populous does, with no perks or preferential treatment (myself included).
Upon graduation from school, each student would be given an amount of money with which to purchase a car (if necessary), a home and start a business if desired, but that loan would be repaid beyond the taxes within a fixed period (so the less you take, the less you would have to repay). Those who could not repay the loan would then have to take on the government jobs that the other citizens didn't want to do, such as street cleaning and repair, garbage collection, etc, paying a portion of their salary until the loan was repaid.
It would be a country without locks, or excessive rules; conduct governed by conscience.
If it's my country, then that's the way it would be and it would work, too. Because I say so.
