No. Unless you`re being unloved by the same person you unloved before.
I have loved, family, friends, boyfriends, etc. However, I have rarely felt I`ve been loved the same way or with the same quality; moreover, I later in life realized that most of these people never even loved me at all. In fact, I wasn`t loved even when I was a little child when you`re supposed to be loved. So, no, I don`t think is karma, I just think that real love is a very rare thing to find.

Unloved can also mean having your heart broken or/and someone realising they don't love you anymore.
