That is the weird thing about this question. If you have all sorts of weird and fucked up shit, but none of it is technically illegal, you could still say number one in theory.
i get your drift but "fucked" doesn't have to mean in a fucked in legal sense, maybe you'd be fucked because your s/o, family,co workers, employer , ect. also just embarrassed or "fucked" internally from a breach of privacy.
everyone just get's all overscrupulous about it. the point is how concerned would you be, how ruined, how embarrassed, how much would you care. 1 stands for "not worried" implying more worry up the voting scale, what that worry is about is never defined, yes, but that's because it could be any worry.
