I agree with you. A long time ago at work there was this lady who had really poor hygiene habits. I had to sit next to her. I was trying to be subtle about her smell. Either she didn't get it or didn't care. I mentioned it to my supervisor. She told me that there have been letters given to her by managment about it. And closed door meetings. But there really wasn't much that they could do. So, I asked to be moved. It was really bad. Her hair stuck to her head from being oily, her teeth were never brushed, and she stunk!! So, it's normal to think that.
Idk if it is or is not normal But i hate people who smell bad!!!
