Yeah it's normal to regret not keeping in touch with someone you're attracted to and got on well with.
Unfortunately without doing some kind of intense, private investigator style hunt for this guy, it's going to be like finding a needle in a haystack.
Personally, I'd find it endearing, but also kind of creepy that someone I met only briefly and had no relationship with was obsessively hunting me down. But hey, he may feel different.
