Anyone with any sense who wants to do things in private either closes curtains or makes sure that the illumination inside the room is a lot lower than the outside light level. Maybe she's just stupid. Maybe she's unobservant and hasn't noticed that your window overlooks hers. Maybe she gets off on the idea of being watched.
As far as I'm concerned, this is a case of no harm, no foul. Her actions didn't harm you, and your actions didn't harm her. Just don't get weird about this, and approach her or stick a note through her door or something.
And, BTW, I'm pretty sure that in some (especially fucked up) parts of the USA, this would be deemed a crime since she was showing the bits of her body that Jesus finds especially icky in a manner such that members of the public could see them.
