              Actually it's related to the 80-20 rule. In this case it says a dumb cop can catch a mastermind criminal if he thinks of one of the 80 things the mastermind didn't think of. The cop's stupidity is working against him, but the 4 to 1 ratio is in his favor. Dumb cops catch smart criminals quite often.
