Yes, there were many people doing that as bullying techniques up to the late 1990's. I've never had a swirly though. When I was 6, I used to imagine having one of those plastic tiny containers that hold prizes in the quarter machines, shrinking people I hated, putting them inside, peeing in them or sometimes pooping or spitting in them, and shaking them up.
