Not in the slightest. Penises are designed to put semen in vaginas.
Before you bring up homosexuality, that is a complex with ultimately unknown causes (genetic or otherwise) but in the end, it is nothing to do with the evolution of the penis. Semen has no purpose but to impregnate.
