Comedian or not. It was illegal what he did. No joke. Joking about Nazism just isn't a thing here. It's not a subject to be made fun of. Sure you can make the argument that the dog as no idea what it's doing. But it's the making a joke out of Nazism is the illegal part.
It's not just Scotland, but in England, the rest of the UK, and all over Europe, including Germany. Nazism is illegal.
Joking about Nazism is certainly "a thing"; there are certainly people in the UK who get the joke.
Also legality does not mean morality. Being gay was illegal until not that long ago, so was blaspheming, and I'm pretty sure Nazism is not illegal in the UK in the sense of you can't be a Nazi. It's the same with Communism. You're perfectly fine to literally be a Communist or a Nazi; you just can't go out and purge anyone for being Jewish or making it above the bottom rung of society.

Being a Nazi entails you hate & kill Jews, LGBT, the disabled or handycaped, any woman that isn't blonde with blue eyes, anyone that doesn't speak German, and in favour of legalising rape & killing anyone that disagrees with you.
