Hello,I don't really think it's weird for someone his age to do what he did,I have done the same thing when I was young,Had I tried to have sex with her I would have been sent to jail.
Depending on the location a 16 and 18 year old can legally have intercourse especially if there is a pre-existing relationship.
That out of the way, I have to agree it's really not uncommon for boys to do dumb stuff with panties and having been a socially awkward transgender teenager at one point I can say I stole a pair of panties or two for a different reason but a similar sensation.
Also on that note...Don't steal girls...or boys panties for that matter...sometimes we get really attached to certain pairs for any number of reasons. Maybe they make our butts look cute or are comfortable, like this one pair of boyshorts I have, holy crap so comfy.
I agree about not stealing them,However getting a quick smell and taste of them I believe is okay. Sometimes my female friend will put her panties that she just took off and tell me to Smell,Lick and taste them as we ingage in sex.

I feel kinda bad but the only reason I stole them is to keep myself ''satisfied'' and to leave his sister alone, do you know what I mean?
