You're seriously hurt. Just call the damn ambulance. It doesn't matter how poor you are. Your safety is more important. They will help you.
Wrap it with a clean cloth and put pressure then call 911. If the blood soaks through the cloth, don't remove it just put another clean cloth on top of it.
This sounds delicious. Find a saw, cut off your hand and fry it in a pan with some butter and garlic. Fire is the solution to any bleeding related problems.

Health care is expensive in the U.S. Probably $10,000 for a condition like yours. Wash the wound well with Betadyne (Povidone Iodine). Glue it shut with superglue making sure that the sub dermal layers are lined up and making contact on both sides of the cut. If the superglue doesn't hold, sew it with a curved needle. Have your doctor call in an antibiotic to your pharmacy as a precaution.
This is what I did last time I cut myself. Minor surgery is a good money saving activity when you perform it on yourself.
