Because feet pick up more bacteria from being on the ground, they smell bad, and they are the sweatiest part of the body.
Although if you're talking about feet that were recently cleaned with nails trimmed and all, then they're actually less gross then genitals. People often don't frequently wash their feet though, so they can get pretty dirty and smelly until they shower.
