My point is they have to be getting their assigned tasks done in order to get away with it. They are obviously not an air trafic controller or in customer service.
Sounds more like they have a boss who can't keep them busy, rather than a poor worker.
OP is not about efficiency. OP's about being lazy. I have never worked in a job where there was nothing to be done. I have worked a few where I was told not to do things. But since you enjoy being lazy more power to you. Just don't complain when you don't get a raise.

That's not what a work ethic is. When you get your work done you move on to the next project or you help someone else with their work.

Depends on the job. Busy work or pretending to look busy is just wasteful. If the work is done it's done.
I guess you ARE old or maybe just set in a mindset that you should expend energy on useless tasks, which don't actually contribute additonal output.
We are all about efficiency.
