Shaving the pubic region is gonna always itch if you keep on doing the same thing. There are things you can do to make it itch less and there are plenty of tutorials online, but it's not just gonna get better over time.
My wife uses an electric razor, then cream, and when she uses a conventional razor she makes sure she shaves in a downward motion, as the hair naturally grows. Hope this helps.
