Any thoughts on how I could make, oh, say, $3,000 by August. I need the money for school. I had been applying for jobs and then, we’ll, the world collapsed. No one’s hiring, and my family won’t let me work at the sort of places that still are (grocery stores, etc) because I might drag something home. I don’t really own anything of value.

Is the money for tuition?
It would be sensible for colleges to take account of the current economic upheaval and be prepared to be flexible about their charges.
But then again, most organisations aren't very sensible most of the time, and American colleges have always been mainly about how much they can rake in from students.
Still, it might be worthwhile trying to contact the college about your problem. I'm sure you won't be their only prospective student facing difficulties.

Up until about 20 years ago, anyone permanently resident in Britain who met the admission criteria of a UK university and was offered a place would have their tuition fees paid for by the government. All higher education students were given a government grant that they could just about live on and students could get a low-interest loan that they didn't need to start to repay until they found a reasonably well-paid job. Then a series of wannabe-Republican Conservative Party governments decided that the American way was better, so universities were allowed to charge students whatever they wanted, and the grant was replaced with a higher-interest loan. So now the average UK student debt at graduation is around £50,000 (currently about US $62,000).
Quite a few British students have been opting to go to university in The Netherlands in recent years, since the teaching is usually in English, the quality of the education is just as good if not better than at UK universities, tuition fees are much lower, and the cost of living isn't much different.
It's possible all the cretins who voted for Britain to leave the EU have effectively blocked that option for most UK students, but that's not yet clear.
While I'm sure you're being facetious when you say you're going to move to the UK, those wannabe-Republicans I mentioned earlier have made that increasingly difficult. It is possible to get a student visa, and there are a lot of foreign students in UK universities (particularly a lot of Chinese students), but universities view foreign students as a cash-cow and charge them a much higher tuition than UK students.

Am I right in reading that as meaning it's possible for the truly idiotic in the USA to get a loan to pay for lottery tickets?
If that's correct, then it seems to me that those people would be better off just selling their home or whatever assets they use to secure the loan in order to get the money to buy the tickets. At least that would save them all the hassle of dealing with repossession before they move into a refrigerator box beneath a bridge.
