It used to be that movies had to show married couples using twin beds and they always had to keep at least one foot on the floor at all times. Maybe the suggestion of bare breasts under pajamas can result in films getting a more restricted age classification?
Also, bear in mind that the actresses did not go to work in their pajamas. They wore street clothes when they left home, and that often includes a bra. I don't know, but possibly some TV shows don't have actual dressing rooms for costume-changes, so maybe the actresses aren't very comfortable with the idea of stripping off completely behind the set when putting on their pajama costume.
