it's a numbers game, put yourself out their to ALOT of people and let the rejection thicken the skin , and you'll soon enough find a woman, I'm sure of it.

I think if you stop trying to befriend/date/talk to someone just because they're a woman, you'll find more success. Not a tremendous amount of information to go on here but in these cases I feel like it's usually a result of a man not seeing a women as just people. And women can definitely tell when you are treating them unequal to your male friends and no one likes that.
Despair is a hard thing to deal with. Join a health club and watch the girls.

He's probably smart enough to know gawking is off-limits. The health club environment would be good because men and women are both in close proximity, but socializing isn't practical because everyone is out of breath. This guy needs to start feeling comfortable with women from more of a sisterly perspective. No expectations - proximity acceptance - minimal social interaction.
The thing is that you talk about women like they are things instead of people.
