I think that possibility is more mythical than real, though I suppose it could be achieved on at least a temporary basis. To get the effect you describe would involve nerve damage or such. But this isn't the sort of matter I want to dwell on, so I'll leave further study as an exercise for the reader.
I'm thinking about wearing a butt plug.
