It doesn't make any sense that you think a successful business would hire the least qualified person for the job. It would make sense if you were trying to get into a fast food restaurant as that typically does not need first-class education... and yet you continue to state that you want an office job.
The truth is that some businesses only acknowledge certain "brands", if you will, of education. For instance, on-line college classes are viewed as laziness; open-door schools like Devry and Pheonix are a little higher up; four-year universities are the norm and ivy league is gold standard. Maybe that might help with why you are getting no bites.
However, I do agree that it is hard to get office experience when no one will hire you. Just keep searching.
All joking aside, when you have no experience, you have to work your way up. There will always be someone more qualified than you, no matter who you are. Print out some resumes and walk in to these places in person and introduce yourself.
