Ya it's normal because he's NOT INHALING! I didn't get high the first 2 or 3 times I smoked because I wasn't inhaling. Just let him know he has to actually inhale. How my friend explained it was you sip it in like your drinking something and then when the smoke is still in your mouth, take in a big breath of fresh air with the smoke. He will get high as a kite for his first time.
It's also possible that he is high and he's just lying to you saying he's not to try and look cool.

Na, I'm sure he isn't high... alldoe I think he inhales maybe its true he doesn't do it correctly, since he smokes cigarrs and not cigarretes...
