I have the same complex. The shortest I can go outdoors are a little lower than knee-length skirts. I don't even own tank tops.
No matter what, I cannot bring myself to short clothing...yet if I'm home, I lounge around naked, save for a kimono at times.
Anyways, I live in Bangkok and I never give in to short clothing.
The traditional Thai skirts I usually wear are simply the ultimate essential. They hug your body perfectly, and whenever you're feeling hot, you could always find a way to cool yourself: e.g. sit down, cross over your legs, and it will split up to cool you under the table, etc.
There is no need to give in, and I must say, I look great doing exactly that.
