Most communities and counties in the USA have a noise ordnance and have to quite things down for normal nighttime sleeping hours. This is also common in some other countries.
Check out what time your local ordances specify. If this is occuring during those time call the police/sherrif's department and ask them to talk to the neighbore and educate them on the ordanance.
That often resolves the issue; and if it doesn't after the Nth time the neighbors will likely need to take time off of work to explain to a local judge why they cannot comply with the ordnance and likely have their pockets emptied of hundreds and potentially thousands of dollars. That usually ends the problem because a repeat trip will be much more costly.
