I worked with a guy that fit the description above, and drove one of those trucks. He thought it was funny to go to parking lot or some place and try to drive on top of another car with those big tires like the bigfoot truck.
I thought he was full of shit until one time we all went to a local fair with the work people, and he did it in the parking lot leaving during the fireworks. tire made it onto the hood of an audi.
I wanted to tell cops about him, but I was afraid he'd do that to my car too.
