It’s not like making a post about it will change anything the only way to prevent this would be to help it out or not go. If I were in your position I’d bring it some supplies and food. At least you know it’s not some fake homeless person just taking money. I don’t think anyone in their right mind would want to smell bad and pick out of the trash. You never know their story though sometimes they can’t help where they are at in life and it is clearly disabled. If it bothers you don’t go and if you want to then idk what to tell you unless you make the change in preventing the smell and give it some things but you sound heartless so just idk stay home and continue to complain when you most likely won’t do anything to prevent it. Idk if you’re just venting on wanting to kill someone who needs help or if your looking for advice but with this attitude nothing will change.
I'm a little surprised that you suggested privatisation. From what you've said so far, it would be more consistent with your worldview if you suggested they burn the libraries down.
