I keep my hands clean. When they become unclean, I wash them. I never bother to use soap. I am not germophobic, but rather I'm extremely discomforted by the sensation of sticky, greasy, sweaty, or otherwise unclean hands.
I can't think of a situation where having unclean hands would be a good thing. Unfortunately, a clean hand obsession (whatever you want to call it) is not super common, so we aren't normal, but "normality" doesn't always imply idealism.
