If the writer is using British Standard English, he or she MAY use TWO "E"s in "judgemental." If he or she lived in the UK, Australia, South Africa, New Zealand, or Canada, either ONE "E," or TWO "E"s would be correct, since they use either the American Standard or British Standard English.
Note that, as a resident of the Midwestern United States, I use only one "E" in "judgmental," as I've done throughout this entire dialogue.
