I’m so shocked by all the responses from these flakey unaccountable people. I think what you are asking is, is a person a liar when they make a commitment and do not follow through. Of course they are a liar. Don’t let these people beat you up. They just have guilty consciences because they have failed in the commitments they have made in life. You are doing the right thing by only making promises that you will keep.
