This drives me crazy as well, so I really hear you.
Two of my friends in particular come to mind. Every time we meet, they are more or less half an hour late.
I've started giving some people a false time now, so like if I want to meet at 3, I'll tell them we're meeting at 2:30 so they can be "late" just as I'm arriving. Works every time.
According to my Dad, people were always on time back before mobile/cell phones. You told someone what time you were meeting and you just met. I think now we have mobile phones we can just text to say if we're late, so the pressure to be punctual isn't what it used to be.
I don't have friends because I value punctuality.
