I've never been to Korea but I've heard all of this through my friends who lived there.
One of my friends just got back from teaching English in Korea. In the US she's a size 4 which is small but in Korea she was a size Large. A few times women working in clothing stores said they didn't have her size because she's "a little chubby" or even flat out called her big. I don't even know how she handled it to be honest.
I remember her telling me everyone was either underweight or close to underweight but also their body frame size was smaller overall so made them more petite looking.
She was part of a fitness center too because she has always been into keeping a healthy body weight and she's 5'4 probably around 120 pounds and said she weighed the most in her entire group 😬. Her closest friend was 95 pounds 5'3. These were adults, not teens! They were almost all under 100 pounds it's crazy.
So yeah I don't understand it, I don't get why being so skinny is seen as the ideal look. Being healthy is all that should matter not looking like a child.

Being fat is not seen as the ideal though even if it's common now. In Korea they shame you for being a normal healthy weight.
