I can never find the name of this video game?

It's a skynet-like game with a realistic style. The robots believe they are human similar to Bladerunner. One of the scenes is that at a round table a elderly man argues saying he's not a robot, only to end up being one as he has his head blown off. Another robot in a semi-crowded area is attacked and has part of his face chipped off, and a mirror held up to him leading to him freaking out. It's a cool game, and I've been searching for it for 2 years. I even tried searching for it as if it were a movie, still nothing.
