Honestly I think you should have to get a license to have children. With a strict screening process: drug testing, IQ testing, criminal checks, financial profiling, etc.

Let's start with drug testing and slowly work the rest in. I can guarantee 1/3 would be cut not next day

Where I live they did start drug testing for welfare. There's ways around it though and those who abuse the system continue to.
