I am aware of the history of the area, but in these times, to do as you suggest (which isn't necessarily a bad idea, but totally impractical, economically and militarily) would open these places to be over run by the more powerful radical groups like IS, and the resultant huge loss of civilian lives. Unity, as far fetched as it sounds, is IMO, the ONLY way to defeat the militants and protect the populations from extinction. After all, IS isn't even a group seeking a homeland, it is an international cadre whose livelihood is killing and making war. They have no more interest in peace than a condor has in flying to the moon.
