Someone said approach the guy. It is well into the millenia and is quite acceptable. In fact guys love it (I do) when a woman makes the first move.
Also be sure you are dressed in appropriate colors for the season. Dress a little saucy but not slutty. Smile! If you don't smile people think you want to be left alone. These are things I look for in a woman if I want to get to know her.
