Ah, I don't remember exactly, but I will try to explain.
On the show, they had these scanners that they wore over one eye that would tell the wearer what level (how powerful) a "Saiyan" was. The scanners only went to 9000 I believe(?) until Gohan or somebody broke the mark and went Super-Saiyan.
Man, I don't really know how correct I was, but I think you get the point.

OH YEAH! haha I remember that! I had forgotten about it because I was watching the Majin Buu episodes lol.
