You should see a dermatologist. This could be eczema or psoriasis as stated above, but this could also be an allergy to the shampoos/creme rinses, or even your tap water. Most tap water has chlorine in it which is very drying to the skin and scalp. Also, most shampoos & creme rinses have alcohol, perfumes, etc. in them which is also very drying and very aggitating to some people's skin. I am very allergic to hair spray, most shampoos, creme rinses, soaps, perfumes, lotions, etc., so this could be a possibility for you as well.
