A good alternative to the hose, for those who keep their dogs indoors, is an empty pop bottle half filled with stones or pennies. As soon as the dog barks you give a sharp shake of the bottle. The horrible noise scares them and shuts them up. You do it enough times and they just learn not to bark unless there's an actual reason to.
I agree that ignoring your dog barking incessantly is a bad idea. That's a recipe for a life time of loud yapping.
