It looks like you put a lot of thought into the relationship because you waited for so long. The girl is not ready and it is not your fault.
Most girls and guys look for different things at your age. Guys wanna sex and girls (in most part) want romance. And then the virgins - they think sex is such a big thing even though it is nothing, but a way to pleasure your partner and get some pleasure yourself. My advice, you find a nice girl who is not a virgin, she will be easier and you will have a fruitful relationship with her on the spiritual and the physical levels. Once you get in your 20s or even 30s things will become much easier. In most cases girls do not say "No" for long :-)
