Honestly, it depends on the day.
I presently live in a black country and on some days everybody is friendly and obliging. Others some official is abusing his or her power, making our life miserable.
Things here run on 'island time' so some days it's almost impossible to get anything done. Others, everything just falls into place and though the word efficient doesn't come to mind, facile does.
It's probably pretty much the same everywhere, but it's just more visible here, perhaps.

What did any of that have to do with racism? Are you saying when a black person isn't nice to you, you hate all of them on those days?
